Go to Control Panel / Display and click on the Settings tab at the top.

Click on the "Advanced..." button at the bottom.

Advanced Settings
Click on the ATI Displays tab at the top.

ATI Displays Settings
Click on the green corner button to enable either the monitor or panel.
